PC games are usually only cheaper when bought on disk. This is because the publishers have to pay large sums of money to get their game on console (Xbox development kit, royalties, etc…). Downloadable games are set to full prices either because of the expenses paid to get the games on that website, the upkeep of the servers they are stored on and the very fact they view it as a “luxury”.
